Biography

Chad Rogers is an attorney whose practice focuses primarily on government contracting and counseling businesses on general commercial, employment, and operational matters. He advises clients on contracting, negotiations, compliance, and strategic engagement with government entities, drawing on extensive state level experience in legislative, administrative, and contract-related matters.

Since 2019, Chad has been involved in multiple multi million dollar projects and contracts, providing legal and strategic support related to contract review, negotiation, and risk assessment. His work frequently involves navigating... legal, financial, and policy considerations.

Chad brings substantial government experience to his government contracting practice. He has served as a lobbyist and legislative advisor, where he reviewed and analyzed hundreds of proposed bills, prepared financial and policy analyses, drafted legislation that was ultimately enacted, and presented before legislative committees. This background provides him with practical insight into how statutes, regulations, and appropriations are developed—and how those processes affect government contracts and regulated businesses.

In addition to his legislative work, Chad has provided representation and assistance with disciplinary and licensing issues before state agencies, including Virginia’s Department of Human Resource Management (DHRM) and Virginia’s Office of Emergency Medical Services. This experience informs his understanding of agency operations, administrative procedure, and dispute resolution within government systems.

Alongside his government contracting practice, Chad advises businesses on formation, contracts, labor and employment matters, taxation, and general operations. He continues to provide business consulting services, helping clients align legal compliance with operational and strategic objectives.

Earlier in his career, Chad worked in tax preparation and small business services and founded a multidisciplinary consulting practice serving entrepreneurs and small business owners. That experience continues to shape his practical, systems oriented approach to advising clients operating in complex regulatory and contracting environments.
