Biography

Jim Reed’s practice concentrates on international trade law and national security issues, including U.S. export controls on both commercial and military products and technology. He advises U.S. and foreign clients on the full range of export control issues, including the Export Administration Regulations (“EAR”), the International Traffic in Arms Regulations (“ITAR”), and the various economic sanctions and embargo regulations administered by the Office of Foreign Assets Control. He assists companies in developing export compliance programs and in responding to enforcement matters at the Departments of Commerce..., State, and Treasury.

In addition, Jim advises companies on compliance with the Foreign Corrupt Practices Act, on laws and regulations applicable to foreign investment in the U.S. (the CFIUS review process under the Foreign Investment Risk Review Modernization Act of 2018, “FIRRMA”), and on facilities clearance issues under the National Industrial Security Program.

Previously, Jim served for 26 years in the U.S. Army, retiring as a Colonel of Infantry. He held a number of senior positions within the Washington defense policy community, including duty as the Executive Assistant to the President’s National Security Advisor and, later, Director of the White House Situation Room.

Jim holds a commercial pilot’s license and is an amateur photographer and a fair to middling skeet shooter. He and his wife, Julianne, reside in Manassas, VA.

We have created a positive work environment where our paralegals and legal assistants work to successfully reach firm-wide goals and support each other to combine individual strengths to enhance team performance. They regularly assist our attorneys with organizing and maintaining files, conducting legal research, and preparing documents.
