Biography

Phil Rhoads has a specialty in U.S. export control laws and regulations with 35 years of experience in positions in the Departments of Commerce and State and 15 years of experience in private practice at Rhoads and Reed. Phil studied International trade and U.S. foreign policy and earned a B.A. in International Affairs at George Washington University; M.I.A. in U.S. foreign policy at Columbia University, and J.D. at the University of Kentucky. At the State Department, Phil was Branch Chief and was responsible for enforcement of the International Traffic in Arms Regulations in the Directorate of Defense Trade Controls— civil... actions, registration, and liaison with USG enforcement agencies.

Phil is a member of the D.C., KY, and, LA Bar. Before his government service, Phil practiced in New Orleans advising on export, letters of credit, and contracting. Phil grew up in Henderson, KY, is married, and has one child who is now also practicing in New Orleans. He enjoys backpacking and foreign travel. He is also a UK Wildcats basketball fan.

Paralegals and Legal Support Staff

At Dunlap Bennett & Ludwig, our team of paralegals and staff work together collaboratively along side our attorneys toward a common goal. We have created a positive work environment where our paralegals and legal assistants work to successfully reach firm-wide goals and support each other to combine individual strengths to enhance team performance. They regularly assist our attorneys with organizing and maintaining files, conducting legal research, and preparing documents.
