Dunlap Bennett & Ludwig works with other law firms to provide their clients with the best and most experienced local counsel in Virginia, Washington D.C., Maryland, Oklahoma, Colorado, and Georgia at a reasonable price. When substantive assistance is needed, our local team can be your back office, providing local appearances, copying, paralegal support, research, oral argument, or discovery assistance. When, on the other hand, our co-counsel is fully equipped to litigate their case, we work to minimize our involvement and our fees as much as possible under the circumstances. As litigators with a nationwide practice, we understand the unique nature of the local counsel relationship and have effectively assisted everyone from solo practitioners to large firms in all types of civil litigation in the state and federal courts. We will work to preserve and promote and lead counsel’s relationship with their existing client.
More than just jurisdictional local counsel. We frequently work with firms that find themselves suddenly embroiled in a subject matter that falls outside of their comfort zone, most often in the patent, trademark and copyright arenas, and in the government contracts field in front of the Court of Federal Claims. Likewise we are highly connected to and experienced in front of all of the Washington D.C. area agencies, with hundreds of appearances across the firm for security clearance, debarment, contract appeals and similar cases. We also have a very strong team in the appellate system, with multiple appearances in the Patent Trial and Appeals Board, Federal Circuit, and the U.S. Supreme Court, where we have served as lead counsel on appeals. We are able to do this because we have actual physical offices staffed by experienced attorneys in multiple locations. By relying on associate level attorneys in our firm to appear beside experienced lead counsel from outside firms, and further by having at least one very experienced partner (15 years or more in the court in any case), as co-counsel for purposes of review of pleadings and advice, we are able to offer the optimal combination of long experience and reasonable price for clients and attorneys seeking admission and assistance in any of the jurisdictions where we work.

Virginia Federal District Court Local Counsel
Virginia is divided into the Eastern District of Virginia, with the Alexandria, Richmond, Norfolk and Newport News Divisions (also known as the “Rocket Docket”) and the Western District of Virginia, with the Harrisonburg, Lynchburg and Roanoke Divisions.
The Eastern District has a very short and intensive discovery process, generally governed by the Magistrate Judges. Continuances are rarely if ever granted and final trial on the merits can be set anywhere from five to nine months from the date of service. There is a Criminal Motions Docket at 9 a.m. and Civil Motions Docket every Friday at 10 a.m., with most other motions being specially set. We are minutes from the Alexandria courthouse and we do not bill for travel time to any courts in Virginia, Maryland or Washington, D.C.
We are also admitted in the United States Bankruptcy Courts for the Eastern and Western Districts of Virginia and regularly practice in both. We are familiar with the judges and their individual and differing policies and attitudes based upon our past experience.
Virginia State Court Local Counsel
The trial court of general jurisdiction in Virginia is the Circuit Court. We handle matters in the all 31 Circuits (21 courts), including in the General District Courts (courts of limited jurisdiction). We are also admitted to and handle cases in the 4th Circuit Court of Appeals, Virginia Court of Appeals, and Virginia Supreme Court.
Washington, D.C. Local Counsel
While entirely Federal, Washington, D.C. has a court system similar to the state courts of other jurisdictions. The United States District Court for the District of Columbia and the United States Court of Appeals for the District of Columbia Circuit are the courts for Federal matters, however there are state-equivalent courts called the Superior Court and the Court of Appeals. The Courts are located mere blocks from our Washington, DC office.
Maryland Federal District Court Local Counsel & Maryland State Court Local Counsel
The Federal District Court of Maryland is a single District with two Divisions, one located in Greenbelt and one in Baltimore. The circuit courts of Maryland, are located in all 23 counties and Baltimore City, and are the trial courts of general jurisdiction. We are admitted to all of the Courts in Maryland.
We are also admitted to and practice in the United States Tax Court, the United States Court of Appeals for the Federal Circuit, the Court of Federal Claims, Trademark Trial and Appeals Board, and have regularly handled FAA and NTSB matters.
